MINUTES

MAY 6, 2010

 

 

 

President Vansteenburg called the meeting to order at 8:00 PM.  Board members also present were: Justin Faber, Randy Sime and Matt Smith.  Others present were Jim Hanson and Dean Mueller.

 

Smith moved to approve the agenda.  Second by Sime.  Motion carried.

 

Sime moved to approve the minutes.  Second by Faber.  Motion carried.

 

Director’s report:

  1. Parks are all open.
  2. Removed wooden play equipment at Worth Co. Lake.
  3. We did receive a grant to purchase a new bridge for WCL.  I have signed the grant and have signed the order for the bridge.  We will have a drawing to approve in about two weeks.  Then it will be 6 to 8 weeks to build the bridge.
  4. The insurance company was here for a walk through.  I have not heard back from them yet, and they really did not say much while they were here.
  5. I put in a budget amendment for $43,000 to cover the Wallin purchase and the new rest room at KQ.
  6. The restroom at KQ is just about completed.  The doors are being painted and then the frames need to be painted before the doors can be hung.  Had a class of high school kids out there to pick up rocks for community service day.  Need to bring in 2 or 3 loads of dirt to finish grading around the building.   Will seed the area this fall and then put the sidewalk in next spring.  I plan to put down some cheap stepping stones until we can get the sidewalk in.
  7. Hope to have the swing set in at KQ sometime this month.  We will need to order more wood fiber to put under the swings and purchase a border to hold it.
  8. We rented our drill to BryoPhyter to plant some Monarda fistulosa in several plots.  They process the plants for oil for moss control and several other applications.  Cerro Gordo CCB would not rent him their drill, so he claims that he wants to donate part of the profits from the plots he plants to us.  It could be as much as $40 to $50,000 if all works out.
  9. We have started planting food plots.
  10. The Dist. 2 summer meeting will be in Franklin Co. at Maines Grove on July 12 at 6:00 PM.  The program will be a presentation on the new dues structure and the proposed changes in IACCB.
  11. Deb Miller, our person through Experience Works, has been doing all right.  Definitely gives us some more time to work on projects other than clean up.
  12.   Wallin’s have been calling about beavers causing drainage problems at Christianson-Taylor.  The first time we had to pull down a small dam in the overflow.  After that there were no problems but they kept complaining.  After being out there, I had the elevation of the overflow checked and it has settled about 16 inches, so we will need to built that back up.

Smith moved to accept the Naturalist’s report.  Second by Sime.  Motion carried.

 

Sime moved to approve the following public purpose policy:

PUBLIC PURPOSE POLICY

WORTH COUNTY CONSERVATION BOARD

 

This food policy shall take effect upon adoption by the Worth County Conservation Board and shall remain in effect until amended by the Board.

 

Board members are volunteers that have jobs which require them to work during the day.  When they are asked to attend a board meeting that starts at 5:00 or 5:30 PM and may go until 9:00 PM or later it is hard to find time to eat supper.  Providing a meal to these board members that are making decisions which affect the future recreational opportunities for the public is reasonable.   For this reason, Conservation Board employees are allowed to purchase food in order to provide a meal to Board members when they do not reasonably have time to eat between work and attending a board meeting.

 

The Worth County Conservation Board has determined these expenditures meet the test of public purpose as defined in an Attorney General's opinion dated April 25, 1979 since the public benefit is board members that are more willing to serve and attend meetings.

 

Second by Faber.  Motion carried.

 

The proposed develop at Silver Lake Park was discussed.  The Director was asked to get the GPS coordinates for the archaeological site and to determine if the development can avoid the area.  He was also asked to check with Bartz and see if there is any recourse to the SHIPO decision.

 

The Board gave the Director permission to purchase an eye wash station and some flammable/combustible cabinets for the shop.  Both are needed to meet OSHA standards.

 

Iberdorla has contacted us about mowing around the windmills east of town for the bird/bat collision study.  There would be 11 towers to mow around, possibly 3 times in the course of the summer.  The Board said to follow up on the contract.
